Is the framework embedded in the actual build result?
If not, right click on your project folder, select "Properties". Then in the WOLips Deployment properties and make sure all the Embed checkboxes are checked.

I have the JavaEOAccess.framework folder in the same directory as all of the other WO frameworks. That folder includes /Resources/Java/javaeoaccess.jar. And I see that framework being included in my build path. I just checked with JavaEOControl.framework and it looks pretty much identical to the JavaEOAccess contents.
