SQL generation uses the classpath from your framework project containing the model to find the WO frameworks, the JDBC drivers, etc that it needs. If the framework doesn't contain all the necessary framework dependencies, SQL generation will be unable to find the required classes and will fail.
If you have the same model in two different frameworks (which seems rather odd.. by anyway) and SQL generation worked for one and failed for the other then it will be because their classpaths are different.
