ERXFixedLengthString ?

I found this component while digging around. It appears to need appropriate rules, so I:

100 : (pageConfiguration = 'ListAgenda' and propertyKey = 'meetingPurpose') => componentName = "ERXFixedLengthString" [com.webobjects.directtoweb.Assignment]

but it requires a value and a length binding.

I don't understand the rule or rules to do this.
