I've been on a similar journey for a while and (for me) I've found a decent balance between learning and scaffolding by using bootstrap and bootswatch for primarily css layout, styling and design. Bootstrap is done by people far more skilled at CSS than I am and it's helpful to see how they think about it.

I don't get all of the benefits because I don't use much of the _javascript_ stuff (it's based on jQuery and I'm treading cautiously in mixing this with the Ajax framework where most of the _javascript_ I have is comfortable (if aging)
This is based on bootstrap and uses style sheet compiler to build local differences and custom frameworks.
