Bootstrap a reasonably well designed css framework that does a decent job of "cascading" 
I don't get all of the benefits because I don't use much of the _javascript_ stuff (it's based on jQuery and I'm treading cautiously in mixing this with the Ajax framework where most of the _javascript_ I have is comfortable (if aging)

This is based on bootstrap and  uses style sheet compiler to build local differences and custom frameworks.
