We regularly run multiple wo based web apps on a single tomcat instance without any problems. One thing that we do though is to make sure that each app is self contained - ie all of the jars are available in the WEB-INF/lib folder. We also run our wo Apps as expanded directories instead of directly from war files. Otherwise we would have issues resolving the parameters in the web.xml and the app would not start
