Yes, it looks like the default project template's build.xml and inclusion/exclusion patternsets are letting .eogen files through to the build product.  I had never noticed this.

And if so, is it really needed by the deployed app?

It's not needed at runtime.  I am pretty sure you could safely add an appropriate entry to resources.exclude.patternset to ensure they weren't copied over.
