port 80 refused

Anybody have an idea why ...

telnet localhost 80

works, but ...

telnet 127.0.0.1 80
and
telnet {my-ip-address} 80

are both REFUSED!!!?

I am on 10.9.5, firewall off, apache2 (under AMPPS).

Anything to do with Ruby?

Also I am only on WIFI.
