Are you accessing JavaMonitor through Apache or with Direct Connect or a negative instance (port) number in the URL?  If you are going through Apache to get to JavaMonitor then that is a reasonable assumption.  If not, you have proven nothing until you get to the app through Apache.  Also check the Apache error log, just in case.
