Check and see that has any effect (if you have not).  I’ve cases on OS X where using a too high number just got ignored.

 

Another possibility is that the modules you are using were not compiled for your specific version of Apache and platform.  Beyond that… no idea.

I have set it to a fairly high number: ulimit -n shows 524288
