Just for the record:

I’m not seeing an option for creating a _plugin_ remote repository on Artifactory—is that even a thing, or will all of this Just Work?

It won’t quite Just Work. The missing step was to add wocommunity.releases and wocommunity.snapshots to the remote-repos virtual repository in Artifactory. Then they’re visible under plugins-release and plugins-snapshot. Anyway, all of this would seem to be quite Artifactory-specific—sorry for the noise.
