One way to verify this is to use 'chsh', change your shell, exit, and
run it again. When I do this, my shell is unchanged (10.2.3).

this does not work (for me). i had to use netinfo manager and do a
relogin. but i did not test whether chsh with a following relogin does
work :).
chsh should take effect as soon as you open a new terminal. Note that
chsh
is usually setup to only let you use "known good" shells, so if bash is
installed in, say, /usr/local (or just plain isn't listed in
/etc/shells)
chsh probably won't let you set your shell to it, typically to prevent
the
case that you accidentally set your shell to something you don't want.
(One time when I was an undergrad I had to help someone who had somehow
accidentally set her shell to ghostscript!)
