It's not needed. For that matter, step 1 isn't really needed either -- if
all you want is OpenOffice, all it needs is an X11 server, and X11.app
doesn't seem to depend on the Developers Tools kit.
On the other hand, if you want to install additional open source software
then yes, it is necessary to have the developers tools in order to compile
that software from source, so in that case step 1 would be necessary. But
you still don't really need the items from step 4.
In lieu of step 4, I personally would suggest installing Fink, and using
it to install other things like Gimp or GTK+. Gimp is of course the well
known Photoshop-esque raster graphics application; GTK+ is the graphics
library used by Gimp and other applications (Gvim being my favorite :). If
you have Fink installed and are using it to install other software, then
you will be dynamically offered a chance to install GTK+ and any other
libraries you need on the fly; unless you're planning to write your own
software, having the library for its own sake doesn't make much sense.
