It depends of the encoding and the keyboard mappings.
I have the same behaviour under XDarwin and X11 for carets and
backquotes, in fact for all signs that are "dead" and it's perfectly
normal to allow to type letters with accents. But for tilde I have
normal typing behaviour under X11, and I cannot type tilde under
XDarwin because I have a French keyboard and the option key which
serves to type it is mapped to the 3rd mouse button, cmd to the 2nd .
Under X11, it's exactly the contrary.
This didn't happen under beta 1 and doesn't happen under XDarwin.
It is a really gotcha if you have one of these characters in your
password!
See the X11-users faq, if I remember well there is an explanation about
what to do to obtain the same behaviour as with beta1 release.
By the way, for any 'dead' key you can always type the key then a
space, it forces the deplacement (exactly like with a typewriter).
