The British Keyboard mostly works (e.g. #) but I can't get two

Odd. I just tried this, and on my British kb they work - but only on the second keypress (eg if you press the tilde key 6 times you get 3 tildes).

Even that doesn't work for me.

My keyboard is the one supplied with the 800MHz 15" flat-panel iMac.
