Yes.
It is not serious problem for most of people.
But, Japanese users are troubled with a locale problem with XFree86.
Locale mechanism of XFree86 is not complete.
So, many Japanese users make XFree86 without XLocale,
and use libxpg4 (ported by FreeBSD).

The locale support in Darwin layer may be needless with Mac OS X.
But, I want a locale support by libc of Darwin.
