How to set ModulePath?

I am trying to get Apple X11 to work with the xfce window manager. When I try to run
the xfce-recommended .xinitrc (which works with XDarwin), I get errors about not
being able to find needed modules in ModulePath .... . First it was starting xfwm
from the .xfce file, which I fixed by specifying the full path to xfwm (it is in /usr/local/bin).
But now it needs to access other things in /usr/local/bin. So how do I get /usr/local/bin
to be in ModulePath? (I have it in my regular PATH by virtue of setenv PATH in .cshrc).
