other users than root

I haven't been able to boot Apple's X11 for other users I've created.
Has this already been adressed?  Is it a permissions problem?  I've
copied .cshrc and .xinitrc files from the root home to the user home.
When I click on the X11 icon it sort of stumbles off the dock and dies.

Here is the console output when I try:

Fatal server error:
Could not create server lock file: /tmp/.X0-lock

    OsVendorFatalError
    AbortDDX
Quitting XDarwin...
