The fault is with Apple's X11 server, here's a quote from Codetek's website (I
have posted this previously):

Known Issue:
* The new Apple X11 package exhibits the same problems that XDarwin has with
CodeTek VirtualDesktop. Namely, it does not properly handle the move events that
we send it and thus thinks its window are still in their original location after
moving them in the pager. The only X11 implementation that currently works
properly with CodeTek VirtualDesktop is OroborOSX by Adrian Umpleby.

I'm sticking with OroborOSX (http://oroborosx.sf.net/) for now, because I simply
can't live without virtual desktop workspaces on the Mac. As I said before, I
really hope Apple will fix their quartz-wm so it works properly with Codetek's
VirtualDesktop.
What would be even better of course would be if Apple were to add an integrated
virtual desktop facility to Mac OS X, that's something which a lot of people
think is missing from the OS.
