From what I've been able to find, there isn't one. Its lack causes
several problems. Instead using a system default xinitrc like most X
servers, X11.app is hardcoded. If there's a user .xinitrc, it uses it;
otherwise, it starts quartz-wm and one xterm. There have been others
posting wanting to have another system default. I don't understand why
apple would want to remove this ability to set a system default that's
reasonable for the particular system's users. (I can see hardcoding
the default just in case a system xinitrc doesn't exist.)

Where do I find the system default xinitrc?
Also, I have seen a number of issues that have been "resolved", but no
mention if a new version has
been posted to apple's download site, How do a keep current? How will
I know when to download a
new beta?
