Thanks to all who responded. This reply from John Harper is correct;
there is an
option in the X11 preferences dialog's "Input" tab labeled "Follow
System Keyboard Layout".
Unchecking this box fixed the problem.

It sounds like you need to uncheck the option in the X11 preferences
that keeps the X11 keymap in sync with the native keymap,
