I have just checked, and Proof General does break loading the splash
screen when run under xemacs -nw on our installation here at Edinburgh
running xemacs 21.4.9, but not on 21.1.14.
It does work correctly when run under GNU emacs -nw, in either GNU or
xemacs under X.
Being a locally developed package, one would expect (well, hope) that
it is installed correctly here. So there is possibly a bug in Proof
General.
However, assuming you are only loading Proof General in your ~/.emacs,
this doesn't explain why your xemacs still crashes without a ~/.emacs
file.
