I9ve been seeing a lot of these messages.
I had the same problem.
The xterm outline would flash and then go away about 1 out of three times.
This was quite repeatable from the dock, from the Applications menu
selection and from launched xterm commands.
This all went away when I did the following:
1. inserted into .tcshrc the following line
if (!($?TERM_PROGRAM) && "$TERM" == "xterm") set
TERM_PROGRAM="XTerm_Terminal"
2. fixed the TERM_PROGRAM undefined variable problem that was causing
invocation of .tcshrc to abort prematurely.

It seems to me that #2 was the real fix as I still had the problems when I
did #1 alone.
Hope that this helps. Since making this change, I9ve had no problems at
