You might want to speak to your local computer officer, or to the
University Computing Service. If I remember correctly, the Cambridge
University Data Network uses transparent HTTP proxying, which could be
causing problems for apt-get. You might want to ask what settings are
required for debian apt-get on the CUDN - try the University-specific
newsgroup ucam.comp.linux.
