Basically, you can use Motif for free when the platform upon which it is
shipped is Open Source.

The underlying operating system, Darwin, is Open Source. By Open Motif's
definition, Motif should be free for use on OS X.
Googling around reveals that there are binary OS X packages around, and
also that people have had success compiling Motif from source on OS X. You
can also get it through fink. Use the name "openmotif3".
