X11 and quotas

If anyone is interested, I learned recently that if you are near to or
over your quota, emacs will not execute in X11, nor will anything else
(you can kick up X but you cannot open another xterm or do very much).
If you try this, you will get a message telling you there is a problem
with the display and that X11 authentication is rejected. What has
happened is that X11 needs to write a small file in order to execute
emacs, xterms, etc, and if there is no room for this file, there is an
error and no execution.
The best solution I found was to use Fugu to dump some files and then
to kick up again.
