Yep, it used to work that way. In version 1.0 it doesn't anymore. I'm
using 1.0 under MacOS 10.3.

You didn't mention what versions you are running. I'm using
Apple X11 Beta 3 on 10.2.8. When I type Command-1 in
Emacs (21.2.1) I get M-1. I also have enable keyboard
shortcuts enabled so that I can Command-C.
