Just a reminder, Apple in in business for the same reason as (almost) every
other business - to make money. Leaving the beta around makes no money, even
if it keeps people on the Mac platform for a while. They make money by
selling the new software and new systems.
I too would like them to keep the beta available - if for no other reason
than good public relations. But it DOES cost to keep it around in terms of
bandwidth, web site maintenance, and a small amount of support (even if it
is just to tell people it is unsupported). Those costs are paid for in
Panther and the X11 1.0 release.
