I believe this is fixed if you put the following in your .xinitrc:
/usr/X11R6/bin/xmodmap -e "keycode 78 = Left"
/usr/X11R6/bin/xmodmap -e "keycode 74 = Right"
...but I haven't done more than a quick spot-check test, I'm still
working on KDE 3.2 packages and I plan on double-checking that it helps
when I finish them.
As far as I'm aware, there is no panther-compatible binary for kdevelop
yet; KDE 3.1.4 is in the 10.2-gcc3.3 and 10.3 trees, minus koffice and
kdevelop because of bugginess.
