I would be very surprised if X11 ever supported hot-plugins.

Yes, this is a known problem with X11 beta 3. The X server keeps the
same size of "screen" that it had when it was started. When you add a
second monitor, it doesn't know about the larger area and it won't let
the mouse go outside the original area. It doesn't matter what side
the new monitor is on.
I don't know if they fixed this in Panther.
