I had a similar problem yesterday, and I _think_ it was because I
still had my old X11 directly under /Applications/ and was trying to
launch it. Today I reinstalled X11, and I find the X11 app now
under /Applications/Utilities/, and _that_ version
seems to launch quartz-wm without difficulty. In the process of
reinstallation, somehow,
the old X11 directly under /Applications/ seems to have disappeared.
(For those who may be wondering, the default init file for X11 is
/etc/X11/xinit/xinitrc.
You can copy that file into ~/.xinitrc, modifiy it, and this ~/.xinitrc
has precedence
over the default init file.)

After upgrading to Panther, it appears that quartz-wm is not starting
up properly when I launch an xterm. I'm seeing the following error:
Link (dyld) error:
dyld: quartz-wm Undefined symbols:
quartz-wm undefined reference to _CoreDockRegisterClient expected to be
defined in ApplicationServices
