I submitted a bug to Apple. They are currently working on getting the
X11 OpenGL headers and libraries in sync with the native OS X OpenGL
headers and libraries.
Also, I have found that you can use GLEW (http://glew.sourceforge.net/)
to access the graphics card features under X11 on OS X.

headers and libraries in /usr/X11R6/include/GL and /usr/x11R6/lib
respectively.
These libraries and headers don't contain functions or prototypes for
the GL_ARB_fragment_program extension, which I would like to use. The
glxinfo command shows that the 9600 Mobility card supports this
extension.
A header file with the prototypes does appear in
/System/Library/Frameworks/OpenGL.framework/Versions/A/Headers/
and a corresponding library exists in
/System/Library/Frameworks/OpenGL.framework/Versions/A/Libraries/
What's the best way to make use of the Apple/ATI OpenGL headers and
libraries? Add the library directory in my LD_LIBRARY_PATH and the
header directory into my include path? Overwrite the files in
/usr/X11R6 with the Apple/ATI files (after making backups of course)
? Copy the Apple/ATI files into /usr/include/GL and /usr/lib (as
these are already in my search path)? Or do I need X11 specific
versions of the Apple/ATI files?
I'm running Panther.
