Okay... i found the problem to X11 not working in C-like shells under Panther.
Thanks to the helpful suggestions from all and comments from others
who replied about having the same problem on their machines.
I suspect something might have gone wrong in the update between
Jaguar and Panther, but i'm really not sure. Maybe Mac's BSD install
is just not the UNIX i'm used to.
The crux... my path did not contain the bin directory for X11R6 when
i logged into an X11 terminal.
Since none of my users had a .cshrc file when i moved them to C
shell, and since i don't specify a path in my .cshrc, this path is
set somewhere by default.
The quick fix for me was to hard code the path in my .cshrc file.
The better solution will be to find where this info is stored on the
system and reset it or correct it. None of my users have a
~/Library/init/ directory, which was suggested in several postings,
so there was nothing for me to change there. I also checked some of
the com.apple.XXX.plist stuff on the suggestion of a few people, but
didn't see anything that looked right, nor anything that i would be
even remotely tempted to change in emacs.
Oddly enough, without hard coding the path, i did notice that opening
a shell in Terminal.app will result in a different path than opening
a shell in X11.app for the exact same user when C shell is not used.
Hope this helps those that reported the same trouble as i had.

Okay... got a strange one that i don't see mentioned in the FAQ.
It appears that the new X11 app for Panther does not work for a user
who is using T shell or C shell. The application will open, but the
user will not be able to open new terminal windows.
I have experimented with several users on my system, changing their
shells and running X11. I have found that, for all users, X11 will
not run properly only when those users are running C shell or
C-shell variants like T shell.
Can anyone reproduce these results on another system? It seems like
a bug, so i'd like to file a report, but i want to confirm that it's
not just my machine, and i don't have any other Panther machines
available. Or course, i still can't be sure if it's the new version
of X11 that's broke, or a new version of /bin/csh in Panther.
I have a G4 running 10.3.2; new X11 installed with Panther.
