OTOH, can't you adjust the compression level of ssh so that performance becomes less of an issue?

There are reasons, occasionally. Principally performance. For some graphically intensive X apps, especially those manipulating large bitmaps, the extra overhead of the SSH encryption can make them unusable even on fast networks.
