X11 cmd-tab problem

X11 does not raise the windows if you CMD+Tab to it...
To duplicate:


1) Open X11.app
2) Open some xterms
3) Open something else (Safari).
4) Bring Safari to the front
5) CMD+Tab or Click on the X11 Dock icon


X11 now is 'active', and an xterm will have keyboard
focus, but the window will not be brought to the
foreground.

This is coppied from a previous post that I did not
see a response to.  Is anyone NOT having this problem
with X11 1.1 / Tiger?  Is this a bug?
