Yes. There is a full X11 (Xfree86 4.3.0) installation for Mac OS X,
including Jaguar:

OroborOSX is a Mac OS X-like window manager for X11:

Between XDarwin (above) and OroborOSX, this represents the solution
most similar to Apple's X11 on Mac OS X 10.3.x.
Apple does not provide its own X11 installation for Mac OS X 10.2.8; it
is included with (and available for) Mac OS X 10.3.x and newer only.
For a variety of reasons, I **strongly** recommend upgrading to Mac OS
X 10.3.x (or, at this point, Mac OS X 10.4 "Tiger" when it becomes
available) unless you have some compelling reason to remain on 10.2.8.
