First X11 SDK != X11 User Package.
Second the X11 SDK needs to match the X11 User package. In your
case this couldn't be simply because the Tiger X11 is based on
Xfree86 4.4.0 and the Panther X11 is based on Xfree86 4.3.0 and
what you downloaded from Apple is the Panther version of
X11User.pkg. Afaik there is up to now no Tiger X11 available for
Download from Apple. You currently get it only via Tiger
Installation DVD or Tiger Systeminstallation DVDs comming with new
Macs.
So you should first try and see if in Applications/Utilities you
find an X11.app. That's what Joe already suggested.
If there is none you can install X11USer.pkg from your
Install/Systeminstall DVD.
One way would be to do it via Pacifist. This is a shareware that
either can be found using google or versiontracker. It has a nice
guy and installs packages right from the Installation DVDs/CDs.
If you are firm with the terminal you can
cd /Volumes/<Name of Tiger Installation Medium>
find . -name "X11User.pkg"
this should give you four or only two outputs.
Take the X11User.pkg laying in the Packages Folder.
cd to this X11User.pkg and do type
open X11User.pkg
Press Enter and the Installation should begin.
After installation is finished you should have a matching
combination of X11User and X11SDK packages.
Or do you have an xfree/x.org via fink or Darwinports installed?
