setxkbmap woes

Greetings x11-users.
Can somebody provide enlightenment as to why exactly setxkbmap seems to
be broken with Apple X11 (1.0)?
$ setxkbmap -layout dvorak
...

Note that this is not about my wish to use the Dvorak layout. I am
specifically in need to use a custom-built XKB symbol map file, which I
already have.
So my questions are:
1. Does anybody know _why_ setxkbmap is broken?
2. Does anybody know whether/when it will be fixed by Apple?
3. Is there any other way to specify the XKB settings to Apple X11? I
was quite surprised to find no XF86Config anywhere. Or did I just miss
it?
The above said, I also have my custom keymap as a Mac OS X keylayout
file, but "Follow system keyboard layout" in X11 preferences loses two
things: dead keys and the caps lock map. (My keylayout switches to
greek when caps lock is on - that's lost in X11.)
