If you have fink, then running
$ /sw/bin/emacs
from an xterm should recognize the X11 display (assuming that you
have installed emacs!) and start up an X11 emacs window/frame. You
can also open it from a Terminal window with
$ open-x11 /sw/bin/emacs
This latter has the advantage that it will start up X11 if it isn't
already running. (The Apple-supplied emacs will not run as an X11
window.)
Alternatively, you might want to explore Aquamacs:
