This means one of the two is the wrong version, probably the Panther version, otherwise it would let you "upgrade" it. Where did you get it from, Apple's web site perhaps?

Maybe I have to uninstall the package first?, how can I do that?

You can remove the receipt in /Library/Receipts, but make sure the one you want to install is really the Tiger version.
