They should have said "must" instead of "can". The X11 for Tiger is not
on the web.

I have to install X11 sdk , which I did indeed do. When I try to
install the X11User.pkg I get a message that I cannot because "newer
software already exists". This meesage occurs when I actually go to
click the icon of my hardrive to install the X11User.pkg. Do you have
any advice on how I can get the user package to install? I saw in an
online Apple chat website that someone else was having this same
problem. They did not seem to resolve the issue.
