I think the issue here is the location of quartz-wm which gets installed on Leopard not as part of X11 (obviously!) but as part of BSD.pkg. If Tiger X11 tries to use the Leopard quartz-wm it breaks. You need to remove quartz-wm from /usr/bin before using Tiger X11.
