If this is the case then I don't think this is a special problem for Leopard.
All other X servers have a similar problem, but they don't usually
manifest because in other systems X11 provides the primary UI so
normally you won't have a case where the X server starts on demand
and then immediately exits.
In old AIX workstations, I remember that when I log in, the first thing
that starts up is an xlogo(1), which seemed completely useless to me
at first. Only after using these workstations for a while did I realize it's
there solely to prevent the X server from immediately quitting (similar
to what you described).
