With Tiger, there are 2 X11 packages, X11.pkg and X11SDK.pkg (IIRC).
You need to install the SDK package to get the header files. I
believe it is in Xcode's meta-package or extras.

I changed the macports.conf 'x11prefix' to be /usr/X11 (Leopard's X11,
with devel) instead of /usr/X11R6 (Tiger's X11). I symlinked the
missing bits (includes, share, libexec) from X11 into X11R6. Both had
no effect.
Yes, yes, I know this is the X11 list, and not the MacPorts list. I'm
hoping there are more people here that both use MacPorts and have
downgraded to Tiger's X11.
