I wonder if the dock icon's application uses
SetFrontProcess(&PSN);
and that it perhaps needs
SetFrontProcessWithOptions(&PSN,kSetFrontProcessFrontWindowOnly);
instead?
The first of these brings all the windows to the front, the latter
brings just the top-most non-floating window to the front. Some of the
code describing how X deals with windows (old from before Tiger) shows
SetFrontProcess being used.
