I think you're confusing build-time path with environment path ...

... although it's hard to conceive of any usable path setting that
doesn't include /usr/bin. Still, I think you shouldn't dismiss
Brandon's thought out of hand. It'd be worth tracking down exactly
which start script launches sshd and checking what path it's set.
