Nope. X11 is a client/server protocol. The server may be on a
completely different machine running a different OS or the client
may be the one. For example, I log into my build server running
FreeBSD 5.5 via 'ssh -Y' from my PowerBook G4 running OS X 10.4.11.
I then open xterms, run emacs, etc on the server but having the
display on my PowerBook. Thus there is no way to tie the X11 window
id's to a process id. I vaguely remember some talk a ways back
(circa early '90s) about putting up window manager atoms that would
store some of this info, but I have no knowledge of any that do
store this information. (NB: the same problem could exist because
the WM could be running on a separate platform than either the
server or client).

Do the X11 API offer any function for getting info on currently running
X11 processes?
Specifically, when a X11 window has user focus, I want to get the name
of the X11 process
that owns the window. It would be nice with a solution that is portable
too.

On congratulations for a fantastic parody, the producer replies : "What
parody?"
