I admit to being puzzled as to why this bothers you.
Do you set a large number of environment variables in your startup
files? I am not a bash user myself, and never quite saw a problem.
I set two important environment variables in
~/.MacOSX/environment.plist, and apart from that, each login shell
gets to do its own setup.
If you really really want your login shell to start X11 for you, I am
afraid your best bet is to edit
/System/Library/LaunchAgents/org.x.X11.plist. It's only moderately
hard to do, but the bad news is that you would have to do it again
each time you upgrade X11.
