Odd. I just created one here, and it is run instead of the /usr/X11/ lib/X11/xinit/xinitrc :

~ $ ps x | grep [Xx]
1577 ?? S 0:00.04 /bin/sh /usr/X11/bin/startx
1594 ?? S 0:00.02 xinit /Users/jeremy/.xinitrc -- :0 -auth / Users/jeremy/.serverauth.1577

What is the output of 'ps x | grep [Xx]' for you?

Would you mind putting in some debug echo statements into /usr/X11/bin/ startx and checking Console.app to find out what's going on?
