Because we changed to cmd-` and cmd-~ to follow HIG.
If you want to change this to cmd-arrow keys, open up /A/U/X11.app/C/R/
English.lproj/main.nib in Interface Builder, and change the shortcuts
in the Window menu.

p.s. I know about cmd-`, but its much harder to reach, and doesn't
allow traversing the ring of windows in two directions.
