It's not a matter of the installer not removing files. It's a matter
of /path/to/a being a broken symlink on the system and /path/to/a
being a real file in the bom. The installer *should* move the broken
symlink aside and install the new file, but it looks like it's not
doing that.
I've filed a bug report on this. In case anyone wants to know:
